ECA SRO-EA held its 19th session of the Intergovernmental Committee of Experts (ICE) on 2–5 March 2015, in Antananarivo, Madagascar, on the theme “Harnessing the Blue Economy for the development of Eastern Africa.” The meeting urged States in Africa to mainstream the Blue Economy into their national and regional development plans, where applicable

The present Issues Paper aims at analysing how African countries can utilize the opportunities in the Blue Economy to bolster sustainable development and socioeconomic transformation. Agenda 2063 of the African Union declares the Blue Economy to be “Africa’s future” and recognizes the key role that the ocean plays as a catalyst for socioeconomic transformation. The paper examines the opportunities and challenges to developing the Blue Economy in Africa.

The primary objective of the mission was to officially kick-off the drafting process of the MPAs and Critical Habitats Outlooks for the Nairobi Convention countries so as to establish a baseline for SDG 14.2 and 14.5 and encourage governments to work towards 10/20 target.

The United Nations Agenda 2030 further enshrines the central role of the ocean for sustainable development through Goal 14 (SDG14), to "conserve and sustainably use the oceans, seas and marine resources ", to lift millions of people out of poverty. The 2017 United Nations Oceans Conference provided a platform to focus countries' and other stakeholders' attention on commitments to achieving SDG14 at national and regional levels.

SDG 14 offers a great opportunity to advance ocean sustainability in the WIO to address current and emerging threats.It is underpinned by targets addressing conservation and sustainable use of the ocean, seas and marine resources, including coastal zones, and targets referring to capacity building and ocean governance.
