The Conference of Parties (COP) is the decision-making forum of the Nairobi Convention where policies and strategies are agreed on to continue the protection, management, and development of the Western Indian Ocean.

Function

The function of the ordinary meetings of the Contracting Parties is to keep under review the implementation of this Convention and its protocols and, in particular:

  • To consider information submitted by the Contracting Parties under article 23;
  • To adopt, review and amend annexes to this Convention and to its related protocols, in accordance with the provisions of article 20;
  • To make recommendations regarding the adoption of any additional protocols or amendments to this Convention or its protocols in accordance with the provisions of articles 18 and 19;
  • To establish working groups as required to consider any matters concerning this Convention and its protocols;
  • To assess periodically the state of the environment in the Convention area;
  • To consider cooperative activities to be undertaken within the framework of this Convention and its protocols, including their financial and institutional implications, and to adopt decisions relating thereto;
  • To consider and undertake any additional action that may be required for the achievement of the purposes of this Convention and its protocols.

The Government of Madagascar will host the 11th COP as the current Chair of the Bureau to take stock of progress made since the 10th COP which was held virtually in Nov 2021 due to the COVID pandemic. A lot has been achieved during the intersessional period including support to more than 20 projects across the region focusing on different complementary themes addressing the triple planetary crises of biodiversity loss, pollution and waste and climate change; development of a Regional Ocean Governance Strategy; completion of a toolkit for Green Port Development for Blue Economy, strengthened strategic partnerships and investments in regional capacity building in different domains relevant to the mandate of the Convention.

The 11th COP is being against a backdrop of major global policy developments including the adoption of the High Seas Treaty, Kunming-Montreal Biodiversity Framework, Decade of Ocean Science and Decade of Ecosystem Restoration among others. A new regional integrated programme and nested to it, a new Work Programme have been developed to build on the current (2022-2024) Work Programme and also ensure linkages to these global policy developments to which the Nairobi Convention Contracting Parties have variously committed.
